Have you checked what's supporting your oil tank?

There are building regulations regarding tank base material and placement. Tanks should be placed on a stable, level base such as concrete lintels or a concrete slab. 

The image shows how over time, wood supporting a tank disintegrated leaving the tank at risk. The tank was temporarily disconnected, the wood removed and concrete lintels fitted to support the tank going forward. The tank was reconnected and all with minimal fuss.
